Omar jumpa PM bincang pembayaran honorarium

KUALA LUMPUR: Presiden Cuepacs, Omar Osman diberi tanggungjawab oleh kesatuan itu untuk berbincang terus dengan Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi mengenai pembayaran honorarium kepada kakitangan awam.

Majlis Jawatankuasa Tertinggi Cuepacs yang bermesyuarat di sini, semalam, membuat keputusan itu selepas Ketua Setiausaha Negara, Tan Sri Mohd Sidek Hassan, didapati 'segan' untuk berbuat demikian.

Omar berkata, Cuepacs tiada pilihan selain menghantar wakilnya sendiri menemui Abdullah untuk mendapatkan pertimbangan beliau, tambahan pula cadangan pembayaran honorarium itu sudah mendapat 'restu' Abdullah sebelum ini.

"Cuepacs akan menghantar surat kepada Pejabat Perdana Menteri bagi menetapkan tarikh pertemuan itu.

"Kami harap dapat bertemu Perdana Menteri bagi membincangkan perkara itu sebelum 28 Februari ini," katanya ketika dihubungi di sini, semalam.

Beliau sebelum itu mempengerusikan Mesyuarat Majlis Jawatankuasa Tertinggi Cuepacs dihadiri 14 naib presiden, sembilan pegawai tertinggi serta 14 penolong setiausaha kerja.

Omar berkata, pertemuan itu bagi mengetahui permintaan 1.2 juta kakitangan awam untuk mendapatkan honorarium atau sagu hati RM2,000 sebagai ganti bonus.

Mengulas lanjut, Omar berkata, kesatuan itu tidak berhasrat membelakangkan Mohd Sidek, tetapi beliau sendiri yang 'segan' untuk membawakan perkara berkenaan kepada Perdana Menteri.

"Perdana Menteri sebelum ini mengarahkan kami berbincang dengan KSN (Ketua Setiausaha Negara) dan kemudian mengemukakan cadangan mengenai kewajaran pembayaran honorarium itu.

"..kami sudah berbincang dengan KSN, tetapi beliau tidak mengemukakan cadangan itu kepada Abdullah, maka kami perlu melakukannya sendiri," katanya.

Omar berkata, Cuepacs berharap daripada pertemuan itu nanti, kerajaan akan membuat keputusan segera sama ada bersetuju atau menolak permintaannya kerana ahli kesatuan sudah terlalu lama me-nunggu.

Konvensyen Cuepacs September lalu memutuskan untuk meminta pembayaran honorarium sebanyak RM2,000 setiap seorang bagi membolehkan mereka menampung kenaikan kos sara hidup.

Pembayaran itu juga adalah sebagai ganjaran atas kesetiaan kakitangan awam yang berjaya mempertingkatkan mutu perkhidmatan awam yang berada pada tahap keenam di kalangan negara dunia yang mempunyai lebih 20 juta penduduk.

Omar berkata, pemberian sagu hati adalah wajar dalam keadaan sekarang kerana 850,000 daripada 1.2 juta kakitangan awam berpendapatan rendah dan sederhana, sedangkan kenaikan pendapatan daripada pelarasan gaji pada Julai lalu dihakis oleh kenaikan harga barang.

Mohd Sidek pada 5 Februari lalu dilaporkan berkata, beliau belum berbincang dengan Perdana Menteri mengenai honorarium itu kerana sebagai penjawat awam beliau berasa segan untuk meminta kerajaan membayar sagu hati kerana kerajaan sudah memberi kenaikan gaji yang besar kepada kakitangan awam.

Katanya, dalam tempoh enam bulan, kenaikan gaji kakitangan awam membabitkan RM4 bilion dan jumlah itu adalah lebih besar daripada bonus yang lazim mereka terima.

FIRST AID

WHAT IS FIRST AID?

First aid is the immediate or treatment given to someone injured or suddenly taken ill before the arrival of an ambulance, doctor or other appropriately qualified person.

First aid box

Assorted size bandages (not less than 6)
Sterile gauze(not less than 6)
Cotton wool (1 roll)
Adhesive plaster (1 roll)
Aspirin
Towel and soap
An eye wash bottle
Antiseptic
250ml solution of the following
1% acetic acid, sodium bicarbonate, boric acid, and ammonium hydroxide
3% copper sulphate solution

FIRST AID

Aims of first aid
To preserve life
To limit worsening of the condition
To promote recovery

The first aider is
Highly trained
Examined and regularly re-examined
Up-to-date in knowledge and skill

First Aid priorities

Assess the situation
Make the area safe
Assess the casualties and give emergency first aid

Safety in the laboratories

*Dangerous activities are very often done in the science laboratories but this should not discourage anyone from doing practical work
*This section outline reasonable safety procedures that teacher should follow and also attempts to establish emergency guidelines in the event of an accident.

Various injuries and accidents

Burn
Cuts, wounds and fractures
Eye injuries
Shock
Fainting

Burn

Head burn
Quickly immerse burnt area in very cold water, preferable iced water, until pain is relived. Never prick blisters. If burn causes wound, cover area with sterile gauze to prevent infection
Chemical burn
Acid-wash with water and apply 1% sodium bicarbonate solution. Wash with water again
Alkali- wash with water and apply 1% acetic acid instead of bicarbonate solution. Wash with water again

Cuts,wounds and fractures

Cuts
Remove dirt or glass and wash under running water. Apply a clean, dry sterile gauze. Go to hospital for stitches if necessary
Wounds
Wounds from thermometers glass tubing etc. the victim should seek medical help.
Fractures
Do not move the victim unless fumes or fire necessitate it. Treat for bleeding and shock and cll medical help.

Eye injuries

If eye injury occurs it should be treated as serious and a doctor should be consulted immediately. Emergency relief aid like washing the eye with plenty of water should be given first.
Do not use water if a foreign material like glass is in the eye.
Do not try to remove foreign material in the eye

Shock

Electric shock
Switch off the current supply and treat the patient as above.
To push victim on current source aside, the teacher should stand on an insulated material-like rubber shoes or use rubber glove.
Call the doctor

Why accidents happen

Lack of knowledge and understanding of materials, processes and equipment used in school
Failure of teacher to give adequate instruction or supervision
Failure of teacher to properly plan or conduct the activity
Proper equipment not provided
Failure to follow instruction or rules

Personal protective equipment

Laboratory aprons and coats prevent damage to clothing
protective clothing should be comfortable to wear and easy to remove when an accident
Arm, hand finger protection
gloves which are easy to slip on and off are protection against heat and chemical action
Eye protection
goggles protect eyes and a set should be provided for each laboratory
Respirators and fume cupboards
respirators are used as a guard against fumes, vapours and dust which can give rise to respiratory ailments
toxic best being handled emphasis should be placed on fume cupboards
Safety shoes
shoes with a stiff upper and a solid sole should be worn when inside the laboratory
Screens
these are used if in doubt about a possible explosion

Safety measures-common flammable chemical

Substitute a non-toxic or toxic chemical if practical
Use in hooded or well ventilated area
Use protective clothing (e.g gloves)
Label chemicals properly and keep them in locked cupboards
Give proper attention cleanliness and safety precaution by washing hands before leaving the laboratory, not smelling chemicals directly and not eating in the laboratory
Spills on floor should be absorbed with sand or soil and later allowed to evaporate in the open

Mobile Science Laboratory

Definition :
A devices or vehicles which carried laboratories’ instruments to conduct an experiment from classes.

Introduction
For variety of Primary School, there's only one laboratory provided. Thus, when the lab is used, the other classes can’t used it at the same time. This problem leads to The Mobile Science Laboratory solution.
Teacher used troli, tray or boxes to carried the instrument and resources from class to class, to ensure that the activities will be held at the same time.
Other place used vehicles to carried the instrument in certain area.

Advantages
As a helping material for school which doesn’t have any laboratory.
Reduce the gap between urban and rural education.
Activities will be more easier from class to class.
Don’t need much money to produce.
Don’t need many staff to handle.

General laboratory rules

1.Unauthorized persons shall not be allowed in a lab.

2.Study each experiment before coming to class to prevent unnecessary mistakes and accidents.

3.Consider the safety of fellow students. The laboratory is a place for serious work.

4.Perform only those experiments assigned by teacher.

5.Food & drink shall not be brought into lab.

6.No equipment will be used until proper instructions are received from the teacher, and students have proven their proficiency

7.No chemical may be used until the teacher explains use and precautions to be taken.

8.Be aware of the location and operation of the fire extinguishers, and other first-aid materials.

9.Any accident or injury must be reported to the teacher.

10.No laboratory equipment may be taken from the classroom unless so directed by the teacher.

11.Do not smell or taste chemical

12.Immediately wash with water any part of the skin that has been in contact with strong reagents.

13.Chemicals in the eye should be washed immediately with running water.

14.Do not taste, eat or drink any laboratory materials. Regard all reagents as poisonous.

15.Wash your hands thoroughly after using any chemicals
